Administrative History
Philip Franklin Palmer (1922-2004) was a professor at Oglethorpe University from
1961-1993 where he taught Political Science. He was born in Guilford, Maine and
served in World War II. He became a teacher after a career with A&P
Groceries. He earned a degree from the University of New Hampshire. Palmer had a
special interest in American government and Constitutional Law.

The collection consist of one 73 page manuscript written by Phil Palmer, The Law
